Right, first 8 cards a dealt to the first two rows and 9 cards to the other 4 rows, then the Kings are removed (which sometimes end up in and are removed from the first two rows). That means that the the first two rows never have more than 8 cards, but sometimes they have less. Notice that the last slot in the first two rows is always open.
It looks like we are doing that correctly.
Am I missing something?
