Please describe the problem in detail:
About half the time the end of the game will show 1st of 12 or 9 or whatever, but, will not display any other players and scores. Is this a bug or normal?

No other players and scores.
We have a thing called "seed chains"—basically they're a randomized list of games that everyone plays. They reset once per hour. The goal is that everyone ends up playing the same games so there's stuff in the high score list. However, if you play too far in the list you'll end up being the pioneer and the first one to play the games. We used to try to find games in the database that you hadn't played but it ended up being a complicated query that slowed the DB down and caused a bunch of problems, so we implemented the (imperfect but efficient) solution we have today.
I think the discrepancy with the count comes from anonymous users. They don't show up in the high score table, but they are reflected in the counts. I don't remember why that is and it's arguably a bug
