PLEASE allow a player to appear in the top ten ONCE ONLY. Clearly, if someone completes the game in (11) seconds, that's employing a written program. It shouldn't be allowed.
I love the competition but I hate the cheating and repeating.

It's not cheating, and it's certainly not "a written program".
We only allow a player to show up once per score in the high score table. That means you can see the same person multiple times but only if their scores are different. I'm not seeing any duplicates in the game linked in the bug report—if you are seeing something like that please let us know because that is a bug.
Oh, there's one exception to that rule—you always see all of your own scores. But other people will only see either your best score or your first score (depending on how they check the option at the bottom of the high score table).
