if someone bails after a lucky deal which gives them a score should not be listed as high score should only receive 1/2 the points

I'm not sure what you mean. In Klondike there's no deal that will ever give you points initially, because the score is based on how many cards you move to the foundations. In the initial deal there are no cards in the foundations, so zero score.

Do you mean another game?

Also, the high scores for a particular game are specific to that shuffle order of the cards, so all the scores were played on equal footing.
