I've been thinking about that too. I was imagining an indicator for no more moves, maybe a message that appears under the buttons that lets you know you've come to a dead end. The absence of that indicator would imply there were still moves to make.
I've also seen some solitaire versions that will suggest a move to make, but it's hard to choose a move that's actually useful without building a solver for each game...
Also in many games there will technically be moves to make but they are useless, like a card that can be moved back and forth between to piles, but nothing else in the game can progress. That is hard to detect.
