"New" games are really random replays

Please describe the problem in as much detail as possible:

I think it's great to be able to replay games, but when I click "New Game", I really do want it to be a setup that I haven't seen before. It seems strange that "New Game" wouldn't randomly generate a new deal. Why does that keep happening?
