Leader Board update trigger

Just curious: What triggers an update to the Leader Board?
After the Leader Board is reset, updates appear immediately after a game is finished.
Hours later (six or so), updates can take much longer (several hours).
That is, a new high score can appear immediately in the High Scores screen of a particular game but not appear in the Leader Board until much later (if at all?).
