Pop-up menu delay

Is there any way you can put a delay in the pop-up menus so that you don't get a flurry of menus popping up when moving your mouse around? I would rather have to explicitly select a menu for it to pop up, but if they have to pop up automatically, it would be nice if they didn't pop up until you stopped moving your mouse - that is, until you hover over what you want - or at least wait a second before popping up a menu.. For instance, if I decide to move my browser window, when that is done, I can't go back to playing without triggering a pop-up on the way through the menu bar.
