I think the priority of the cards being moved to the stacks should be from the table not the discard pile. If you hit ctrl A the cards taken will opt to use the unused cards in the discard pile before the ones you have laid out. Seems that the priority to clear the table should come first so you have room to lay down new cards or move them around. Some other sites have the cards always pull from the left side of the board first...
